Penalty Power is a fun Cartoon Network themed soccer game in the style of other soccer shootout games. The game is styled like a world soccer tour. You begin by choosing from a number of Cartoon Network characters. You select your own player to start with the shootout and choose another character to play as the goalie. Your goal is to score as many goals as you can during the shootout before it becomes the other player's turn. You play by clicking and dragging the soccer ball in the direction that you want to shoot it. The harder you fling it, the faster the ball will go. The other player (the CPU this time) will select a location in the goal, which will be "blocked." If the ball goes in the goal, then (obviously) it counts as a goal. Each player gets a set number of opportunities to shoot the ball, and the player that makes the most goals wins. That means you don't want to get your shots blocked. The games are played in round robin style, meaning that as you advance you play progressively harder characters. If you win enough, then you can unlock new tournaments to play.
